WHO and FCTC ignore the scientific consensus
Interference from private interests
What motivated the opposition to smoking cessation?

It's simple. E-cigarettes have outdone classic tobacco control measures. And organizations depending on tobacco side hustles naturally got nervous about the accelerated smoking decline. Hence resorted to relentless deflections and obstruction. As if unregulated marketing and middle class US teen fads were more important than 8 million deaths per year.
It's not just BigTobacco and pharmaceuticals benefitting from the consequences of smoking, but corporate tobacco control groups in particular. CTFK and TI are prime examples, being funded from tobacco fees themselves. Their agenda doesn't match up to their public proclamations. But pretense and past lies (EVALI) seem to suffice for FCTC submissions. (Obligatory reminder: from the same US that couldn't even be bothered to ratify the treaty.)
